There's no official transportation

to get them out of the city.

Some just refuse to go.

My grandmother did not want to evacuate.

And it's understandable.

My parents are evacuating.

So many people that did call and ask me to evacuate,

but didn't invite me to come, I decided

to stay with her because she was there for me when I was here.

I want to assure the folks at the state level

that we are fully prepared to not only help you

during this storm, but we will move in whatever resources

and assets we have for disposal.

Just think, this is totally disastrous.

FEMA knows that direct hit from a Category 5 will likely flood New Orleans, and that 100,000 people will likely be trapped.

The Hurricane Pam exercise simulated just such a disaster, but since then, neither FEMA, the state, nor the city have developed a comprehensive plan to provide security, transportation, and communications should Pam become a reality.
